Tamara Nicole Tutson (33) is wanted by the California Department of Corrections and Rehabilitation for failing to comply with the terms and conditions of her parole.  Tutson is considered a parolee at large (NO BAIL).  Tutson is on Parole for a Failure To Register As A Sex Offender conviction.  Tutson has previous convictions for conspiracy to engage in sex trafficking of children and prostitution.

Yolanda Acosta (A.K.A. Myra Abril) (42) is a local fugitive with a pair of outstanding warrants.  The first warrant is a NO BAIL warrant for identity theft.  The second is a $20,000 warrant for possession of drugs in a jail/prison facility.  Acosta has prior convictions for possession of narcotic controlled substance, being under the influence of a controlled substance, identity theft, burglary, petty theft with a prior, contempt of court, auto theft and driving under the influence. Acosta is known to frequent the South Bay.

Juan Enrique Pacheco (38) is wanted by the California Department of Corrections and Rehabilitation for failing to comply with the terms and conditions of his parole.  Pacheco is considered a parolee at large (NO BAIL).  Pacheco is on Parole for a 2nd Degree Burglary conviction.  Pacheco has previous convictions for assault to commit rape, assault/inflicting injury on spouse or significant other, vandalism and numerous parole violations.

Suspect Wanted for Felony Hit and Run

San Diego County Crime Stoppers and investigators from the San Diego Police Department’s Traffic Division are asking for the public’s help in identifying and locating the vehicle and driver that fled the scene of a traffic collision leaving a 70-year-old male bicyclist with serious injuries in the Mira Mesa area of San Diego.

On December 26, 2020, at about 12:51 p.m., an unidentified truck made a right turn onto Gold Coast Drive from Camino Ruiz. The truck struck a bicyclist who was in the crosswalk. The driver of the truck did not stop to render aid or call 911 and was last seen driving southbound on Ambassador Avenue. The 70-year-old victim sustained a fractured right femur and was transported to a local hospital for medical treatment.

Vehicle Description:

The suspect’s vehicle is described as a white colored 1997-2000 Toyota Tacoma with a camper shell. The vehicle will have front end damage.

Unknown Suspects Wanted for Countywide Grand Theft and Burglary Series

San Diego County Crime Stoppers and investigators from the San Diego, La Mesa, and Carlsbad Police Departments are asking for the public’s assistance to identify and locate the suspects responsible for a grand theft and burglary series. Investigators believe the same suspects are responsible for all four cases. 

On October 18, 2020, at 6:25 p.m., two unknown suspects entered the Kay Jewelers located at 1640 Camino Del Rio North, in San Diego. The suspects smashed two display cases and stole several gold necklaces. The suspects then ran from the business. 

On November 16, 2020, at 6:46 p.m., two unknown suspects entered the Daniel’s Jewelers located at 8240 Mira Mesa Boulevard, in San Diego. Suspect # 2 acted as a lookout and then left the store. Suspect # 1 then smashed a glass display case with a hammer and stole several gold chains. Both suspects were last seen running towards the north parking lot behind the store. 

On November 29, 2020, at about 4:44 p.m., two unknown suspects entered the Daniel’s Jewelers located at 5500 Grossmont Center Drive, in La Mesa. The suspects distracted the clerk as one of them reached into an open display case and stole several gold chains. Both suspects ran from the store. 

On December 7, 2020, at about 6:44 p.m., one unknown suspect entered the Kay Jewelers inside the Carlsbad Premium Outlets located at 5600 Paseo Del Norte, in Carlsbad. The suspect used a hammer to break a display case. The second suspect then entered the business and stole several pieces of gold jewelry and placed them inside a bag. Both suspects ran from the business. 

Suspects’ Description: 

Suspect # 1 is described as a Black male, 20 to 30-years-old, 5’10” tall, approximately 200 lbs., and wears various clothing during each of the cases. 

Suspect # 2 is described as a Black male, 20 to 30-years old, 6”0” tall, approximately 210 to 230 lbs., tattoos on left or right arm, and wears various clothing during each of the cases.

 Manuel Rapaido (59) is a local fugitive with an outstanding NO BAIL warrant for felon in possession of a firearm.  Rapaido has prior convictions for violation of a restraining order, being under the influence of a controlled substance, carrying a concealed dirk/dagger, elder abuse and battery.

Raymond William Lynde (28) is a local fugitive with an outstanding NO BAIL warrant for a homicide.  The homicide occurred in the City of Chula Vista in July, 2020.  Lynde has prior arrests for a robbery and burglary.  He is known to frequent the South County, particularly Chula Vista. 

 

Unidentified Suspect Wanted for Grand Theft

San Diego County Crime Stoppers and investigators from the San Diego Police Department’s Western Division are asking for assistance from the public to help identify and locate an unidentified suspect wanted for grand theft.

On September 23, 2020, at approximately 3:30 p.m., a 73-year-old female victim was shopping inside the Ralph’s grocery store located at 3345 Sports Arena Boulevard, in San Diego. While the victim was in the freezer section, an unidentified adult male suspect waited for the victim to open a freezer door and then he approached her shopping cart. The suspect quickly removed the victim’s wallet from her purse, which was placed in the top of the shopping cart. The victim was right next to the cart, but was looking inside the freezer section when the theft occurred. The suspect walked away without the victim realizing what had happened. The total loss of the wallet and cash inside it is over $2,500. Investigators reviewed store surveillance footage which showed the suspect following the victim throughout the store and appeared to be targeting her.

Suspect’s Description:

The suspect is described as a White male, approximately 5’10“ tall, 175 lbs., with medium tanned skin. The suspect was wearing a light colored baseball cap with black sunglasses on the front of the cap, a light green short sleeve button-up shirt, grey shorts, and black sandals.

Foong Lian Chin Wanted for an Outstanding Warrant

San Diego County Crime Stoppers and investigators from the U.S. Marshals Fugitive Task Force are asking for the public’s assistance to help in locating Foong Lian Chin who is wanted for an outstanding $1,000,000 dollar warrant for a parental child abduction.

On 01/12/2019, Chin’s ex-wife dropped off their two children (ages 7 & 8) with Chin, with the agreement that he was supposed to return them on 01/13/19. After failing to return the children, the mother called law enforcement to check Chin’s address, there was no answer at his house. Attempts to reach Chin by phone were also unsuccessful.

On 01/16/2019, Chin’s ex-wife was awarded full custody of their children by the Court. An arrest warrant for Chin was issued shortly thereafter. Investigators learned Chin had taken the children into Mexico, where he had property that he sold prior to the abduction. Additional information on Chin shows that he immigrated from Singapore in the 1980’s and has since lived in New York, Southern California and Baja California. Their last know whereabouts were in Tijuana, MX.

Suspect’s Description : Chin is described as an Asian male, 47-years-old, 5’8” tall, with black hair, brown eyes and weighing 130 lbs. ***Pictures of Chin and his two children, 8-year-old Huaiyu Chin and 7-year-old Binyu Chin can be found on pages 2 and 3 of this release

WANTED: Person of Interest Sheila CAMARENA

San Diego County Crime Stoppers is working with investigators from the San Diego Police Department Homicide Unit and is asking for assistance from the public in locating Sheila Camarena (25-years-old).

Sheila Camarena is a person of interest in the homicide which occurred on September 18, 2020 at 4400 Euclid Avenue. Sheila Camarena should be considered armed and dangerous.

Sheila Camarena is a Hispanic female, 25-years-old, 5’5” tall, 170 lbs., and has black hair and brown eyes. Sheila Camarena is also known to dye her hair blonde and/or red.

Unknown Suspect Wanted for Arson

San Diego County Crime Stoppers and investigators from the Metro Arson Strike Team (MAST) are asking assistance from the public to help identify and locate the suspect who is responsible for a vehicle fire, which took place in the City Heights area of San Diego. 

On Monday, March 9, 2020, at 4:16 a.m., an unknown suspect walked to the east alley of the 4100 block of Highland Avenue and set a Ford Ranger pickup truck on fire. The fire engulfed the truck and damaged the carport where the vehicle was parked. The suspect then walked east on the 4400 block of Orange Avenue and fled the scene. The damage to the vehicle and carport is estimated at $13,000. 

Suspect’s Description: 

The suspect is described as a possible Hispanic male, wearing a dark t-shirt, blue jeans, red shoes, and a dark cap with an unknown logo on it.

 San Diego County Crime Stoppers and investigators from the San Diego Metro Arson Strike Team (MAST) are asking for the public’s assistance to help identify and locate the person responsible for starting a fire to a business, which occurred in the Talmadge area of San Diego. 

On January 12, 2020, at approximately 12:30 a.m., an unknown suspect rode a bicycle up to the front doors of AA Fashion, located at 4644 El Cajon Boulevard, in San Diego. 

The suspect set the business on fire, causing damage estimated at $1,000,000 and is a total loss. 

Suspect’s Description:

The suspect is described as an unknown race male, wearing a baseball cap, a waist length coat, and dark shoes with white soles. The suspect was riding a BMX-style bicycle with what appears to be a plastic shopping bag hanging from the handle bars.

Michael William Tetu (32) is a local fugitive with an outstanding NO BAIL warrant for Felon in Possession of a Firearm.  Tetu has prior convictions for burglary, driving under the influence, auto theft, prohibited person in possession of ammunition, evading police, possession of drug paraphernalia, possession of controlled substances, driving on a suspended license, and reckless driving.  He is known to frequent North County, particularly Fallbrook.

Abel Carmelo Hernandez (35) (AKA: Abel Carmelo Hernandez-Chavez) is a local fugitive with an outstanding $50,000 warrant for domestic violence and assault with a deadly weapon.  Hernandez has prior convictions for driving without a license, possession of a dangerous weapon, domestic battery, and drunk in public. He is known to frequent North County, particularly Fallbrook and Vista. 

Suspects Wanted for Commercial Burglaries

San Diego County Crime Stoppers along with investigators from the San Diego Police Department’s Mid-City Division are asking for the public’s help in identifying and locating unknown suspects wanted for two commercial burglaries, which occurred in the North Park and Normal Heights neighborhoods. 

On October 18, 2019, between 1:00 a.m. and 2:00 a.m., unknown suspects used a rock to break the glass window of the Twiggs Bakery, located at 2804 Adams Avenue. The suspects entered the business and stole an undisclosed amount of cash along with a Mac computer and other electronic devices. 

Investigators believe the same suspects are responsible for another commercial burglary which occurred on the same day, at approximately 2:23 a.m. Two unknown suspects used a rock to break the side window of the Salon Bordeaux, located at 3393 Adams Avenue. The suspects entered the business and pried open the cash register and other items. The suspects stole an undisclosed amount of cash. The suspects were last seen leaving the business in a dark colored sedan. 

Surveillance cameras captured a video of the suspects and a photo of their vehicle for the Salon Bordeaux case.
